The Comprehensive Plan requires the regulation of development along surface waters to include the Indian River Lagoon system and the St. Johns river to protect the public health, safety and welfare of the citizens of Brevard County. This is accomplished by protecting water quality and promoting a healthy ecosystem, which in turn provides both economic and recreational opportunities for the community. Over the last several years, numerous requests to clarify the Surface Water Protection code (Chapter 62, Article X, Division 3) have arisen. On April 22, 2008, the Brevard County Board of County Commissioners approved the formation of a Working Group to review the Surface Water Protection regulations and make recommendations for improvement. On May 20, 2008, the Board adopted Resolution 08-110, creating the Stakeholder Working Group.
