The Indian River Lagoon Main Stem Total Maximum Daily Loads (TMDLs) have now been officially adopted by the Florida Department of Environmental Protection. They are posted at website: http://www.dep.state.fl.us/water/tmdl/final_tmdl.htm under the header "Group 5 Basins."
